Hundreds of thousands of Californians have had their home care hours reduced this year, due to a seven percent across-the-board cut to service hours for residents in the state's In-Home Services and Supports program.
But a budget cut doesn't mean that California's seniors and people with disabilities magically need less care. It leaves home care workers with the impossible choice of working for free or denying their clients the quality care they need and deserve.
